JDI Spec: Say that a STEP_MIN is done for a STEP_LINE in an obsolete method

Add a clarification to the spec (and the JDWP spec also?) that
for a STEP_LINE in a method made obsolete by a redfineClasses operation,
a STEP_MIN is done instead because the method no longer has any line number
information.
