Test enviroment : korean locale / WindowsXp/Pro

Regression Bug :

Once user selects Windows option from LookAndFeel menubar, the use cannot select the other option (Metal). This problem was not found on j2sdk1.4.1-fcs.

How to reproduce :
1) go to swingtest/classes directory
2) run SwingTest with the following way :
   % java SwingTest -command [english/korean characters]

This problme is also checked with GlobalSuite1.3 b12 (DebugGraphicsTest.java).
