Consider removing the word "Deprecated" from the navigation bar.
This is not an important category, and information on it is
already accessible from deprecated elements on the class pages.
We would keep the page deprecated-list.html that it links to.
We would need to add "See Deprecated List" to all deprecated
program elements, the same way we do for linking to serialized
form and constant values.
The advantage of removing this name is that the navigtion bar would
be less crowded, especially if we add a search entry field on that line.
There is some precedent for not having it on the navigation bar
-- the following pages also do not have links on the navigation bar:
Constant Values constant-values.html
Serialized Form serialized-form.html
but are accessible only from static constant fields and serialized
classes.
Also rename the title on decprecated-list.html from "Deprecated API"
to "Deprecated List" (or "Deprecated Program Elements"), as API is
not technically appropriate.

The following bug report gives added impetus to add a "Reference" link that
leads to the serialized form page:
4905789: Serialized-form.html does not have a suitable heading in navbar
