When integrating the file:

 <ws>src/share/classes/com/sun/tools/doclets/MetaKeywords.java

the name and path of that file should have been, but was not, added to the
list of files to compile:

 <ws>/make/sun/javac/javadoc/FILES_java.gmk

It needs to be added.
