reproduce step:

awt test
1. cd awt/classes
2. java awttest -command localized charater
3. garbage in awt.TextArea and awt.TextField
4. sun.io.UnknownCharacterException

swing test
1. cd swing/classes
2. java SwingTest -command localized character
3. None of the localized character is converted correctly. All shown in garbage

Both problems occured when testing in Windows ME.

They are tested from MKS korn shell, MKS Cshell and windows command line.
