      FULL PRODUCT VERSION :
      java version "1.4.1_01"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.4.1_01-b01)
Java HotSpot(TM) Client VM (build 1.4.1_01-b01, mixed mode)

      FULL OPERATING SYSTEM VERSION :
      Microsoft Windows 2000 [Version 5.00.2195]
Service Pack 1 (yes, I ignored the admonishment to install
      Service Pack 2)
** Don't say DOS prompt, say Command Prompt, aka. DOS prompt **

A DESCRIPTION OF THE PROBLEM :
To install the JDK, I am forced to log out as my normal user
identity and log in as Administrator (this in itself is
worth an RFE: is this strictly necessary, and why not
promote to Administrator, as some installation programs
allow, oh well). The WebStart icon, which is installed
without asking for the user to agree (another
      frown-upon-able practice :-) ), ends up in Administrator's
      Desktop, i.e., the "C:\Documents and
      Settings\Administrator\Desktop" directory, whereas it really
      belongs in "C:\Documents and Settings\All Users\Desktop". Of
course, a nice installation program would ask the user to
make the decision all users/just me/not at all (defaulted to
all users), and throw in some help to pitch the default choice.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Install as Administrator, you get a WebStart icon.
      2. Log out and back in as a normal user.
      3. No WebStart icon!

      EXPECTED VERSUS ACTUAL BEHAVIOR :
See Description and Steps to Reproduce.

      REPRODUCIBILITY :
This bug can be reproduced always.

      CUSTOMER WORKAROUND :
Use Windows Explorer to drag the shortcut from
Administrator's Desktop to All User's Desktop (see
        Description for full paths).
