Problem Description : Default Settings for Notification policy in the Control Panel are not as per the UE specifications.

 Steps to Reproduce :

1.) Install the mantis j2re.exe from the above mentioned location
2 ) Java Control Panel -> update tab -> Notify Me Combo box
3 ) The default Settings should be "Before Installing" as per the
    UE specifications.
