Manual Java Update on unsupported auto java update platforms, when "Update Now" is clicked doesn't show any ballon tooltip messages automatically to the user to reference , When Update is available Only the Java Icon is shown in the system tray but the ballon tool tip is not shown where as it is shown on windows2000 and XP, When is Download Complete the status in the task bar Java Update icon doesnot popup message for installation.These notifications should be same as auto java update supported platforms

Steps to Reproduce :
 --------------------

 1.) Install the mantis j2re.exe from the above mentioned location
 2.) Add an entry in the registry in the SOFTWARE/Javasoft/javaupdate
     UpdateServletURL http://javaweb.sfbay.sun.com/~sridhare/update/map.xml
 4) On Test Machine ,Java Control Panel -> update tab -> click on "Update Now"
     button.
 5) Java Update doesn't show any ballon tooltip notifications to the user when the button is pressed, messages to state:

     - Update is avaible.
     - Download is complete.
