Auto / Manual Java Update does not work on windows 2000 with SP2.Only notifies the user for update is available and fails to download "msi" or "setup.exe" file from the location mentioned in the XML descriptor file on the server.When click on the "Update Now" button the Ballon tip shows "New Updates are available" , When clicked for download the "Java Update Icon" disappears.

Steps to Reproduce :
 --------------------

 1.) Install the mantis j2re.exe from the above mentioned location
 2.) Add an entry in the registry in the SOFTWARE/Javasoft/javaupdate
     UpdateServletURL http://javaweb.sfbay.sun.com/~sridhare/update/map.xml
 3) On Test Machine ,Java Control Panel -> update tab -> click on "Update Now"
     button.
 4) Ballon Tool Tip shows the updates are available.
 5) when clicked Java update Icon in taskbar to download , Java Update Icon disappears with downloading and install option.
