When Authenticated proxy server is set in the IE browser settings , Install-From-The-WEB (IFTW) fails to locate the msi file and
hence the installation fails.

Steps to reproduce :
====================

1. IE browser -> Tools -> Internet Settings-> LAN Settings -> Proxy Settings

   Specify , kittest.sfbay.sun.com port : 1025 as your proxy
   (This is an authenticated proxy server)

2. Double click on the setup.exe ( IFTW ) bundle.

3. Installation fails with Installer message (check package message)

This should not be the behaviour as most of users might use authentocation proxy servers ,in this case the installation fails much before even user is prompted for password.
