When downloading jars, but cancelling before the end (by closing the browser), the partially downloaded jar remains in the disk cache.
Expected behaviour: incomplete jars are removed next time java starts, or the next time that the jar is downloaded
These jars allow the maximum cache size to be exceeded.
i.e. if the cache is set to 50MB, and there are 48 MB of broken jars. Java allows the download of jars larger than 2MB
