Problem description :
This is a regression in ripint-generic. With R_USM policies, poa.deactivateobject() does not seem to work. The invocation returns normally without etherealizing the object. A subsequent invocation on the same servant causes it to hang.

Might have some connection to bug 4791014

test :
I have simplified this test and is currently available at /home/sm122304/workspace/rip_test_generic/tests/api/poa/poa/deactivateobject/test2

Once I do all the update the test will be available at
/java/idl/ws/rip/rip_test_master_generic/tests/api/poa/poa/deactivateobject/test2
