Java Install should shutdown the Java Update Scheduler process during uninstall

When Mantis is installed on Auto Java Update supported Platforms (windows SP3 and later OS) , java sheduler process gets started when user logout and log back in after installation is complete.Uninstallation of Mantis goes successful though the "jusched.exe" process is still running.Now , try installation of Mantis again , Installation fails due to the System Locked files.

Uninstallation should shutdown the process and remove the "jusched.exe" file from the JRE/bin directory.

To reproduce the problem:

1. Install Mantis JRE 1.4.2 on windows SP3 or later platform
2. Logout and log back in after installation is sucessful.
3. Make sure "jusched.exe" process is started in the windows taskbar.
4. Uninstall Mantis 1.4.2 from Control Panel -> Add/ Remove programs.
5. After uninstallation is successful .
6. Install JRE1.4.2 Mantis .
7. Installation would fail , due to the locked files.
