The java.util.SimpleTimeZone.getOffset works wrong when its time zone end rule
is at the beginning of a year and getOffset parameters represent a day which is just after the end rule date.
This problem is described more clearly in 4278609.
Following JCK tests fails due to this bug (with jdk build 1.4.2-beta-b10):

Please do not close this bug as duplicate of 4278609 because it was fixed incompletely.
