Using j2re-1_4_2-beta-bin-b13-windows-i586-15_jan_2003.exe, the users will see garbage characters in many install shield dialog windows. The installation also did not complete. This must be fixed before beta ship.
This was tested in Windows 2000 Traditional Chinese, but this should be reproducible in all locales.
