This is a re-open of 4629648.
On Windows, the new 1.4.2 installer does not copy the soundbank from the SDK installation to the JRE installation anymore. Without the soundbank, applets that use MIDI don't function correctly. This bug is a serious hurdle for deployment of applets that use resource-saving MIDI for audio.
Since the new installer works differently from the one used in J2SDK 1.4.1, the fix is different (i.e. the JRE checks for existance of an SDK installation and copies the soundbank over to the JRE location), but nonetheless the fix is very simple, as the responsible engineer assured me. The fix will not increase download size.
