Document the requirement that AxBridge Packager needs VCVARS32 to run

Bug Description:
 The documentation does not tell that in order to have packager.exe run
 properly, the user needs to run the VCVARS32.bat from VisualC++ before.
 Otherwise, packager.exe will not find the necessary VC-Tools. Please
 change AxBridge docs to make that clear. Not every ActiveX user in the
 JavaWorld is a VC professional.

Steps to Reproduce (be specific):
  Let a VisualC++ starter read AxBridge docs.
