AutoUpdate: Clicking on install tray icon, do nothing.
No installation process.
Platform: Win2k/XP.
Build: j2re1.4.2 pit build 16, dated February 21, 2003

Steps to reproduce:
1. Install mantis b16 JRE on a clean machine
2. Now add the following registry keys
[HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Update\Policy]
"UpdateServletURL"="http://sqesvr.sfbay.sun.com/deployment3/mantis/javaupdate/pit/map.xml"
2. Bring Control Panel
3. Bring Java Plug-in Control Panel
4. Click on Update-->Update Now
5. After it checks for update, it gives a balloon tip message with the following text.
" Updates are available from Java Update. Click here to review these items and begin downloading"

6. Click on the Java Update icon in the system tray, window "Ready to Download - Java(TM) Update" will uppear.
7. Click on download.
8. When it is downloaded, click on install tray icon. Nothing happens. No installation process
