For Japanese, LICENSE_ja under the jre directory is encoded in SJIS and also
in DOS format. It seems that all the l10n license files are using one license
file for all platforms, windows format. It should be in appropriate encoding
for each platform.
It cannot be confirm the license in default locale on Solaris and Linux.

This is reproducible using the Solaris j2re-1_4_1_02-solaris-sparc.sh bundle as well. After extracting the bundle, the users will see the following files under the j2re1.4.1_02/ directory:

These LICENSE_* files are the same as the ones used for Windows bundles. They have the Windows line feed character (^M) and Windows encoding. If these license files are required in Solaris and Linux, they should be supplied in ALL encodings supported by Solaris and Linux (ex: for each language, there are EUC, UTF8 and other language dependend locales like zh_TW.BIG5).
Before implementing such changes in Solaris and Linux bundles, the engineering specification should be submitted to l10n team for approval to avoid this kind of l10n bug caused by non-l10n team.
We will keep the priority as P3 for now (it should have been higher) because these license files will not automatically show up. If the users do not go read them themselves, they will not see the errors.
