Problem Description : un-installation of j2re1.4.2 is not clean when locked files are encountered

Tested_Java_Release : Deploymentl PIT Build 20 (build3) for 1.4.2 (mantis)
Tested_Build : J2RE.exe
Tested_Build_Location : /net/sqesvr/deployment3/mantis/JD-PIT-20/windows-i586
Tested_Machine_Name : Windows XP(jd-sqe-lab2) / Windows 2000 (lemonade)

Steps to Reproduce :

1.) Install the 1.4.2 j2re.exe on any windows machine in a non-default location
2.) Launch any applet using IE/NS browser
3.) Now un-install when applet is running in the browser
4.) It would propmt a dialog box asking to close the browser
5.) Click Ignore and proceed with un-installation
6.) It would prompt for a re-boot
7.) Re-boot the system

Result : Now check the file system j2re1.4.2/lib/ext folders would still exists.
