Problem Description : TAB key events would not navigate to accept the license for j2re/j2sdk.

Tested_Java_Release : Deploymentl PIT Build 20 (build3) for 1.4.2 (mantis)
Tested_Build : J2RE.exe
Tested_Build_Location : /net/sqesvr/deployment3/mantis/JD-PIT-20/windows-i586
Tested_Machine_Name : Windows XP(jd-sqe-lab2) / Windows 2000 (lemonade)

Steps to Reproduce :

1.) Install the 1.4.2 j2re.exe/j2sdk on any windows machine
2.) When the license file shows up, press the tab
3.) The first tab key would go to the license file
4.) second tab would go to Cancel Push button

Result : The teab keys would traverse between license file and Cancel button but does not give you an option to accept the license agreement.
