Currently, applications can obtain NumericShaper instance per Unicode range(s). This RFE proposes to add methods to obtain the default NumericShaper instance per locale basis. This is needed because the numeric shaping feature is rather tied to culture, not to script. For example, some Arabic countries prefer Latin digit shapes, while the other Arabic countries prefer Arabic-Indic digit shapes by default. By providing the factory method to return a NumericShaper instance per locale, application can correctly manipulate texts according to the locale.
