Since J2SE 1.5 is planned to support Unicode v4.0 and there are now important CNS 11643
planes 4,5,6,7 & 15 characters now defined within the Unicode 3.1 standard (CJK Extension
Ideographs - Extension B) it is important that J2SE charset support for CNS11643 encodings
are expanded to incorporate support for the additional characters which encode to these
additional CNS11643 planes.
