The Charset protected constructor runs the private method checkName over all charset names and aliases. This function does not accept the '+' symbol which is part of the IANA alias 'PC-Multilingual-850+euro' among others (see http://www.iana.org/assignments/character-sets). All IANA aliases should be accepted by the constructor.
