To reproduce:

1. Launch SwingTest attached
   % java -cp swingtest/classes SwingTest -command abc
2. File -> Open
   JFileChooser bring up
3. Move the mouse pointer to:
   Up One Level
   Home
   Create New Folder
   List
   Details
   Open

Tooltip on Open button is overwrapped by Details tooltip.
It can be confirmed in C and ja locales.

It can be reproducible by moving the mouse pointer as above several times.
The overwrap tooltips will be appeared at "Create New Folder", "Details",
"Open" and "Cancel" buttons. Please see the attached images also.
