EULA dialog doesn't pop-up while try to launch jnlp application.

Steps to reproduce:
1. Install jdk/jre from the location below:
/net/koori.sfbay/p/v10/jdk/1.4.1_03/ea/b01/bundles/windows-i586
2. Set the EULA registry value to 1 (enable it):
[HKEY_LOCAL_MACHINE\Software\JavaSoft\Java Runtime Environment\1.4.1_03]
"EULA"=0x00000001
3. Start JavaWS application manager from the desktop and try to launch some application

Expected result:
The EULA dialog should pop-up to accept or decline.

Actual result:
The EULA dialog doesn't pop-up.

It works with 1.4.1_02 version and failed with 1.4.1_03 b01.
