Step to reproduce:
1) Install the jdk bundles, the following error messages will be displayed:
"Java 2 Runtime Environment -- Windows Installer Packaging Error..."
2) Click on "Yes" to continue install the bundle
3) "Installation successful" message will be displayed
4) No Java plug-in icon in the Control Panel
5) No Java Web Start icon on the desktop
6) No "Sun Java console" menu in the IE->Tools pull-down menu
7) No "Java (Sun)" options in the IE->Tools->Internet Options->Advanced dialog box
