In win XP there will be no tool tip if a window has no focus,
but in Java XP LAF tool tip appears even if the windows has no focus,
unlike the native behavior.
Setps to reproduce:
1) Start word pad. Take mouse to file menu button.
2) Note the coming of tool tip.
3) now take the focus out of word pad. May be to some other application/window.
4) Now take the mouse to word pad's file menu. No tool tip.
5) Now open SwingSet2.
6) Take mouse to any of the menu on menu bar. You will see the tool tip.
7) Take focus out of SwingSet2 frame.May be to some other aaplication/window.
8) Now take mouse back to the any of the menu in SwingSet2 you will see the
tool tip unlike native XP.
