There is no message for Java Plug-in in Internet Option on Windows 98 Japanese.
Usually, the following message should be displayed:
Use Java 2 v1.4.2 for <applet> (requires restart)
But, there are just "Java (Sun)" with icon and the checkbox itself.

This problem occurs only using Windows 98 with L10N PIT bundle and also b22.
