Inlining atomic::membar() is done on solaris-sparc and windows/linux-x86.
It was not done on solaris-x86 in mantis since it didn't work with the
version of the solaris-x86 SparcWorks compiler used by mantis builds.
The version of the solaris-x86 SparcWorks compiler approved for tiger
builds should support this implementation.
