On windows, once the shortucts to an application are manually deleted from the desktop as well as the start menu, the app manager still gives an option of 'Remove Shortcuts' in the application menu. This should be changed to 'create shortcus'. The app manager should check for the presence of the shortcut on the desktop and start menu programs before giving any of these options.
Steps to reproduce the problem :
1. Install JDK 1.5 (build 06) on a windows 2000 machine.
2. Click on the icon for java web start.
3. Start the military game app.
4. Once the app has started, click on the app manager menu application -> Create Shortcuts.
5. Close the military game as well as JAWS app manager.
6. Remove the shortcuts created on the desktop as well as start menu programs.
7. Click on the JAWS desktop icon and then click on the military game icon.
8. Click on the JAWS application menu again. The option to remove shortcuts is available while it should be 'Create Shortcuts'.
