PIT : Regression : Prompts for reboot even if there are no locked files

      Problem Description : It prompts for a reboot eventhough there are no locked files or any java applications being used.

      Tested_Java_Release : Deployment PIT Build for 555 update release
      Tested_Build : J2RE.exe / J2SDK.exe (iftw)
      Tested_Build_Location : /java/j2se-sqe/deployment3/mantis/JD-PIT-555/build3
      Tested_Machine_Name : win98 (lemonade)

      Steps to Reproduce :

      1.) Install the 555 build
      2.) Don't start any Java based applications
      3.) Now go to Add/Remove Pgms and hit un-install

      Result : It would prompt for a reboot, even if there are no locked files.

      4.) Upgrade to 555_01 build through update mechanism
      5.) Don't start any Java based applications
      6.) Now go to Add/Remove Pgms and hit un-install

      Result : It would prompt for a reboot, even if there are no locked files.


      Earlier in Mantis the behavior was it would prompt for re-boot only if encounters any locked file like (Control Panel, demos, applets running).
