The sun.nio.cs.map property provided as an interim migration property for
applications which expect the encoding alias name "shift_jis" to map to
Microsoft code page 932 ("Windows-31J") is not interpreted when the
VM is started from most multibyte locales. Specifically if the default
encoding of the locale is not one of the core set of minimally java.nio
supported encodings ("UTF-8", "windows-1252", "US-ASCII", "UTF-16*")
then the property is ignored.
