Used tiger nightly build of 06-16.

Step to reproduce:
- Install J2RE
- start Java control panel. In advanced tab, select these two:
  'Show console' and 'Tracing Enabled'. Then click ok to quit control
  panel.
- now restart control panel, in advanced tab, only clear the selection of
  'Tracing Enabled'. click ok to quit control panel.
- restart control panel again, in advanced tab, check console setting, the
  setting was reset to 'Hide console'.

Checking deployment.property file, that console setting property was always
get removed after the change of tracing setting.
