Build tested on : build 1.4.2-b27, build 1.5.0-beta-b07 and build 1.5.0-beta-b09, build 1.4.1-b21
Works fine for build 1.4.1-b21 but problem persists in 1.4.2 and 1.5.
Platform tested on: Windows 2000

I was trying to run the demo applets from plugin directory when I encountered this problem. When I double click on a particular html from windows explorer, e.g.
b09/binaries/win/demo/plugin/applets/arcTest/example1.html
The applet won't be loaded due to unavailability of plugin though plugin is installed ( confirmed through About plugins setting in the browser). It says that you need to install the plugin.
Go to Tools -> Web Development -> Java Console and you will find that Java Console option is not highlighted.

The applet is loaded in the correct manner if I open the browser first and say
File-> openFile->example1.html. Now if I leave the browser open and then double click same file to open from the windows explorer, it works fine since plugin is already fired.
The applet works fine with IE 6.0 and Netscape 4.7
