Some of common configuration properties are incorrectly defined by
the PIT 02 tiger build. These properties contain the "$USER_HOME",
"$SYSTEM_HOME", "$JAVA_HOME" strings instead of values of
corresponding environment variables.

Moreover, some properties mentioned by the engineering specification
are not defined at all (eg. "deployment.user.home" and "deployment.system.home")

Steps to Reproduce:
1) Install the PIT 02 tiger build on the target machine from
       /java/j2se-sqe/deployment3/tiger/PIT_builds/JD-PIT-02
    This build may be also accessible via http link
       http://sqeweb.sfbay.sun.com/deployment3/tiger/PIT_builds/JD-PIT-02
2) Dump system properties in Java Console.

This bug is also reproduced on the PIT 01 tiger build.

Priority of this bug is set to 2 because it is a cause of inability to test
key functionality of deployment products.
