JTabbedPane tool tips should have mnemonic

      The tool tips for tabs in tabbed panes should be like
      the tool tips for buttons -- they should list the
      mnemonic. You can see what the button tool tips
      look like by running the tutorial's ButtonDemo:

      (Actually, the button tool tip mnemonic display could
      be centered better, vertically.)
