A DESCRIPTION OF THE PROBLEM :
The issue was due to user privilege: they did not have access rights
(i.e. write access) to the customer machine.

A sugguestion: if this happens, can installation program prompt error message?

Can not install jre 1.3.1?
after clicking
http://java.sun.com/products/plugin/1.3/jinstall-13-win32.cab#Version=1,3,0,0
it popuped security warning window.
After that, nothing happen.
