Problem Description : Java Update icon properties should point to the update panel in the Java Control panel

Tested_Java_Release : 1.4.2_01 / 1.4.2_02
Tested_Build : j2re-1_4_2-fcs-bin-b28-solaris-sparc-20_jun_2003.sh
Tested_Build_Location :/java/re/jdk/1.4.2/promoted/latest/bundles/solaris-sparc/
Tested_Machine_Name : Windows

Steps to Reproduce
------------------

1.) Install 1.4.2_01
2.) Set the UpdateServletURL in the regkeys
3.) Open the control panel and click update button
4.) Now you could see a Java Update icon in the system tray
5.) Right click the java update icon and click properties

Result : It would open the Java Control Panel and would show the Basic panel, This should actually open the Java Update Panel.
