Steps to Reproduce
------------------

1.) Install the j2re.exe from the above mentioned location
2.) After installation go to the c:/progra~1/Java/j2re1.5.0/lib

Result : You could see the applet folder missing.

Test cases like Applet Security & Optional Pkg's depend on this folder and would fail due to this missing folder.

NOTE : On Unix machines the applet folder is being created and this bug is a REGRESSION compared to to the Tiger PIT 02 cycle.
