Provide capabilities to dump JNI HANDLES and Locals from a crtl-break.
Need this to help track native heap leaks easier. This would have been
great for latest Orion bug 4891214. Also, maybe just print the Globalref calls and corresponding releaseref calls to see possible counts of refs made and not
released over time..
