Bug Description :

When jnlp application is installed, Shortcut target is not invoked when default browser is set to netscape.

J2SE build number: Tiger PIT build

Java(TM) 2 Runtime Environment, Standard Edition (build 1.5.0-b99)
Java HotSpot(TM) Client VM (build 1.5.0-beta-b10, mixed mode)

Platform Tested : WindowsXP Professional

Steps to reproduce the bug :
----------------------------

JNLP Application : http://web-east.east/javaws101/web/tests/tiger-unit/4812563/case3.jnlp

1.Make the system default browser as Netscape.
2.Install the jnlp application using above mentioned url.
3.Click the the shortcut Native rc help from Windows program menu item.

Expected behaviour:
-------------------
It should launch the default browser to show the native help file (now expanded in your cache).

Failure case:
-------------
Its working fine when the default browser is IExplorer,but when the default browser is set to Netscape its not opening the native help html page.
