      This is a follow-up RFE for 4637798, which addresses the remaining issues that does not get fixed in Tiger as follows:

      4488646 - Java executable and System properties need to support Unicode
      on NT
      4519026 - Process should support Unicode on Win NT
      4519027 - Zip file names should support Unicode on NT
