Problem Description : J2RE/J2SDK Installation failure on Windows 98 SE on second instance

Tested_Java_Release : 1.5.0
Tested_Build : j2re.exe / j2sdk.exe
Tested_Build_Location : deployment3/tiger/PIT_builds/JD-PIT-02/build04
Tested_Machine_OS : Win 98 SE (Lemoanade1 / jd-sqe-04 )

Steps to Reproduce
------------------

1.) On a clean machine install the j2re.exe (Installation is sucessfull)
2.) Now un-install the j2re.exe
3.) reboot the machine
4.) Now install the j2sdk.exe

Result : Installation fails during " Creating jar files" and throws the following error.
