Problem Description : Multiple instances of Java Control Panel are launched from JAWS application manager

Tested_Java_Release : Deployment PIT Build for 1.5.0
Tested_Build : J2RE.exe / J2SDK.exe
Tested_Build_Location : /deployment3/tiger/PIT_builds/JD-PIT-02/build04
Tested_Machine_Name : Windows XP(jd-sqe-lab2) / Windows 2000


Steps to Reproduce :

1.) Install the 1.5.0 build on any Windows machine
2.) Open the JAWS application manager -> File & Click Java Control Panel

Result : Now click multiple times on the Java Control Panel and it would launch multiple Java Control Panel's

Expected behaviour : It should not launch multiple Java Control Panel's & should highlight the existing Java Control Panel on the desktop
