Problem Description : Multiple instances of About Box can be launched from Java Control Panel.

Tested_Java_Release : Deployment PIT Build for 1.5.0
Tested_Build : J2RE.exe / J2SDK.exe
Tested_Build_Location : /deployment3/tiger/PIT_builds/JD-PIT-02/build04
Tested_Machine_Name : Windows XP(jd-sqe-lab2) / Windows 2000


Steps to Reproduce :

1.) Install the 1.5.0 build on any Windows machine
2.) Open the Java Control Panel - > Java - About

Result : Now click multiple times on the About Box and it would launch multiple screens

Expected behaviour : It should not launch multiple About dialog boxes & should highlight the existing Java Control Panel About Dialog box on the desktop

The above problem is fixed, but the same outcome can be reached with a new set of operations. This is in Tiger M3 PIT

Steps to reproduce the problem :
1. Install Tiger PIT J2RE
2. Open Java Control Panel
3. Thru the "General" tab -> "Settings" button -> "View Applications" button, launch the Java JNLP Application Viewer.
4. Open the About dialog thru the "Help" -> "About" menu
5. Go back to the Java Control Panel
6. Cancel on the "Temporary File Settings" dialog.
7. Open the About box thru the "Java" tab -> "About" button.
8. The problem is it opens two instances of the About dialog.
