To reproduce: run the SwingSet2 demo, set Windows L&F, click on any of the buttons in the JToolBar to choose the demo, then press <Tab> or <Shift>+<Tab> keys. Visually nothing changes. Press space to ensure that focus actually changed. The OS is Win XP Pro/SP1, XP Theme is Default(blue), no customisation.
