Serialized-form.html does not have a suitable heading in the navbar to which to attach the link. It was required to add the
word "Serialized" to the navbar on each page, between "Tree" and "Deprecated". This would link to serialized-form.html, except
on that page itself when it would like to <A NAME="main"></A> .

Hence, Javadoc generated HTML does not meet with the Section 508 accessibility requirements.

A new heading called "Serialized" needs to be added to navbar and it needs to be linked to serialized-form.html, except on that page
itself when it would like to <A NAME="main"></A> .
