PIT3: Can not start javaws (JNLP Application Viewer) on Win2K

      Windows 2000 Sp4
      Build: /net/altair.east/terra/space4/nightly-archives/tiger-m3/2003-08-18/windows-i586/j2re-1_5_0-fcs-bin-b99-windows-i586-18_aug_2003.exe

      Can not run javaws.exe. Can not start JNLP Application Viewer on Win2K. On WinXP working fine.
      In previous build dated August 14 it is working fine.

      Steps:
      - install Tiger build
      - try to run javaws.exe
