Steps to reproduce:

1. Go to http://webwork.sfbay/j2se/1.4.2/download.html and download 1.4.2_01 j2re
2. Install the bundle
3. Go to java control panel and click on the "Update" tab
4. Uncheck "Auto Update", and the messages were garbled.

It happened on windows2003 (32 bits) zh_TW, and the messages are fine when testing on XP, and 2000. It's not reproducible on windows2003 (32 bits) zh,
and ko.
